EDIT: To expand the subject, I'll just lay out what I think without intensively thinking it through.
From my point of view, Jedi Outcast is a really outdated game; it pales in comparison to newer products. That's why you need to offer something that one can't find anywhere else; plain, old-school fun. To get ahold of a player, you need to put a warm smile on, welcome him and converse with him in a friendly manner. The recruitment system should, in my opinion, be as basic as possible... nothing that can scare away. SoL's questionnaire works out just fine: you get the idea of who the other guy is, and he gets to understand what this clan/guild is really about; what values it seeks in its members.

Putting that aside, the thing you should be concerned about the most is interacting with the player. If he sees that you're indifferent to him, he'll drop the issue and code in his brain: "this isn't what I was looking for". On the other hand, in case he witnesses that he's appreciated as an even colleague, he'll think "these guys aren't half bad !". Whatever your recruitment system, rules or anything may be, if the "target" has a positive attitude for the clan/guild and you just let "hey, you're a nice guy. You'd make a great addition to the clan/guild, perhaps you'd like to join us ?" slip by, I doubt someone will refuse.
