could the admin turn off emotes again whe he leaves server some ppl like wehr smell it from far and use it in kickscript and thinks he is so good

ok so as i understood there are 3 admin levels, SA DC and HC, right? so when they do the triggers, do all 3 levels have these "teleports=off/on" "emotes=off/on" cmds too in each cvar or what?

When you set some triggers for SA (lowest lvl) other admin lvls get it as well. So yes all levels have those cmds. In SOL SA lvl is used as "member chat"
